European voting right: limit clause of two percents

For the first time since 1976 the European Union is discussing  the European voting right and plans to implement the regulation of its member countries with the limit clause of two percents. Accordingly the party, which runs in elections with more than 35 mandates, should collect more than two percents of the  given votes in order to enter the Parliament. For small parties such as the Pirate Party or Animal Protection Party, the entry to the Parliament  would be extremely difficult. In the moment it is unclear, if the new regulation is  valid already for  the next European elections in May next year, since it should be adopted  latest to the  mid of this year. The new voting regulation is also forbidding several  time voting in different  EU  member countries, what will be in future subject to penalty. The member countries will have the instruction ( which will however not be obligatory ) to enable their citizens the European  voting possibility also in EU- abroad.

In order to implement the new regulation, the European Parliament must  in the next step receive   the approval of all  member countries , otherwise it is not possible to make any changes from the side of the members of the European Parliament.
